If I understand Tesa correctly, what she is trhying to say is that people readily dehumanise the Nazis -on true, but often false ground - and that this dehumanisation then allows the power-holders to take whoever is opposing them, label them "nazi" and get away with dehumanising them as well.

It is a very often-used tactic of the holocaust industry and its associated offshoots.
